I applied for a passport three years ago and it was indeed a lot of palaver! Before I had one (having no driving license), I used my electoral identity card in situations requiring proof of age, which was really handy. I'm not sure if you have them there or not - when they were introduced here, I took it that it was due to the history of electoral fraud locally (I gather that the dead were surprisingly enthusiastic voters) and wasn't necessarily a UK-wide thing...
